0% tax on income from abroad
Paraguay does not tax foreign income under certain conditions (territorial taxation applies here), but only on the condition that you do not invoice digital services to the Paraguayan RUC. For 0% taxation, a combination of an American LLC in Wyoming for corporate income and permanent residence in Paraguay for personal income is often used.
Required physical visits to Paraguay
1. VISIT
Application for temporary residence

To apply for temporary residence, you need to come in person and go through the rounds (notary, police, Interpol, blood test, immigration office). You need to bring the originals of all documents.

Application for issuance of an identity card
(min. 3 working days)
The processing of temporary residence usually takes 3 months. Within 6 months of the approval of the residence, it is necessary to apply for a citizenship card (Cédula de Identidad Civil). In case of delay, it is necessary to apply again for an extract from the criminal records with an apostille and bring it with you. In this case, the second visit can be within a period of one year.

Application for permanent residence
(min. 3 working days)
You can apply for permanent residence no earlier than 3 months before the expiration of your temporary residence permit. However, after the expiration of your temporary residence permit, it is no longer possible to apply for permanent residence.
If you are unable to apply for permanent residence within this period, your journey will return to the beginning of temporary residence.
4. VISIT
Application for issuance of an identity card
(min. 3 working days)
As in the case of temporary residence, after you have obtained your permanent residence, you must make another visit to Paraguay within 6 months to obtain an identity card. This means that you have achieved the goal of obtaining permanent residence and your identity card will be issued for a period of 10 years. Every 10 years, you must apply for a new identity card. In order for your permanent residence to not be revoked, you must make another visit to Paraguay within three years of the date of issuance of your permanent residence, and then visit Paraguay at least every 3 years, although there is no minimum period for such a visit.

Obtaining Paraguayan citizenship
To obtain Paraguayan citizenship, you must meet the condition of residing in Paraguay for at least 3 years in each year, always more than half of the year, i.e. at least 183 days a year. When applying for citizenship, you will prove that you have actually lived in Paraguay, at what address and what activity you performed in Paraguay. Only the period of permanent residence is counted towards the three-year period for the possibility of obtaining Paraguayan citizenship, i.e. in the case of travel via temporary residence, you can obtain citizenship after up to 5 years. To obtain Paraguayan citizenship, knowledge of Spanish and Paraguayan realities is required.

The cost usually decreases with the number of people, which is why we offer price discounts for groups of people. It does not matter whether they are related or just a group of friends or acquaintances.
Direct path to permanent residence
In 2023, there was a change for obtaining permanent residence, when the necessity of first obtaining temporary residence for two years was lifted. However, there is also an option to directly obtain permanent residence, but this option is more capital-intensive. This involves establishing a company in which you undertake to invest a total of at least $70,000 over ten years. When establishing a company, you create an investment plan, which, if the investment is evenly distributed, means an investment of $7,000 per year in your company. The price for establishing a company together with obtaining permanent residence is CZK 190,000.
Starting a business after obtaining temporary residence
If you have a lower share capital but want to set up a company in Paraguay, this option is available immediately after obtaining temporary residence. To establish an EAS, i.e. a simplified joint-stock company, the minimum number of partners is 2 to unlimited, but all of them must hold a Paraguayan identity card (you can apply for one immediately after granting temporary residence). There can also be only 1 partner, provided that you appoint a substitute representative who will represent the company in the event that the main representative is unable to perform his or her function. The substitute representative must also hold a Paraguayan identity card. We can arrange the establishment of an EAS type company for you for the amount of CZK 85,000.
Business per individual
However, after obtaining a Paraguayan identity card, you can also do business as an individual. We can arrange the formalities for registering your business and assigning you a RUC number (Registro Único del Contribuyente), which you will need for tax identification and issuing invoices, for the amount of CZK 30,000.
Territorial taxation and digital services in Paraguay
The main advantage of permanent (and temporary) residence in Paraguay is that territorial taxation applies here, and that income from abroad is taxed at 0%. However, this only applies to income that was physically provided in a territory outside Paraguay, or income from foreign capital. If you provide digital services with permanent residence in Paraguay, it is assumed that you provide these services from Paraguay, i.e. that digital services are not exempt from taxation in principle and are therefore subject to a 10% tax. For this reason, direct invoicing of services from the Paraguayan RUC (similar to the Czech IČO) directly to Czech companies is not used. In addition, Paraguay is a country that almost no one knows anything about, and American or English billing addresses definitely look more prestigious.
